I'm new here, can someone explain the steps to becoming certified?

I was thinking about running a commerical on my local WDIV, WXYZ, and HGTV. My question is, has anyone done this? If so, was it effective..worth the money? I do have ties with WXYZ, just thought I should ask for feedback before I took that step forward. Thanks
