Ashfault shingle lift

I am looking at a 19 year old ashfault shingle roof and the shingles are stating to lift between each other due to moss and lichen, if I clean this roof will the shingle settle down flat or will it stay lifted allowing water to get under and eventually having a leaky roof?

I was told I could hang my hose reel from my ladder rack, anyone currently doing this? I've got a smaller titan hose reel that holds 200' of 1/2" hose. What kind of parts should I be looking at for securing a reel on a ladder rack? Is this something a welder should help with?
