AC would you ever attempt to try to persuade State authorities to out law roof cleaners to haul chlorine when you have much of a better, safer alternative??
That is not in AC's perview it is a state hazard regulation (All 50 US States). A lot has changed since Sep 11, 2001. Take the time since you are on the computer so much and check Dept of Homeland Security web site or even contact your state DOT. AC has no control over this, not even "your" President does. I.e. Democrats = more government regulations.

Fred, I think you missed the question, obviousely hauling less chlorine would be good, and hauling none would be better??
I didn't miss the question, you missed the point. Your question asked "If he would ever try to persuade state authorities to change" , that is an ORG or major player not one person or vendor.

Clyde,
I don't have the time to mess with state authorities. I believe they will screw with us enough on their own. I think the 119 gallon rule is absolute BS. I think the Feds should take SH off of the Hazardous Substances Table and return to the more than 12% and less than 12% regs of the 90's.
What I am selling is also on the Haz Sub Table but is a powder so we can carry up to 840 lbs of it. It isn't any better or safer in my opinion, just an alternative.
