Just read An article from Chris Tucker regarding tank explosion due to improper cleaning.

What or how is the proper method for cleaning the chlorine tank?

Mike. that article was about a roof cleaner that did't clean a pump up sprayer. It had some other chemicals in it. Then added chlorine to the tank. This tank was not used for chlorine only.

Once in a blue moon , we completely flush out our tanks with good old water.
The salt crystals can get excessive because we clean a lot of roofs, and go through a lot of roof cleaning chemicals.

Just don't use your chlorine tank for anything else and there should be no adverse effects. If certain acids get mixed in that's when the bomb gets made, and ammonia among other chems can cause deadly gases to form. Good call checking up on this, saftey is very important and overlooked by many starups.

1.          Calculate the tank's total volume, in cubic meters or cubic yards. Fill ¼ part of tank with water. Prepare a very concentrated chlorine solution using high-test hypochlorite. The World Health Organization recommends adding 50 g of HTH to a bucket containing 20L of water.

2.          Slowly pour the chlorine concentrate solution into the tank, mixing well as you pour, and then add clean water until the tank is full.

3.          Let tank stand for 24 hours. If the tank is urgently needed, double the amount of chlorine in the bucket and reduce disinfection time to eight hours.

4.          Empty the tank, safely disposing of the disinfection solution, and then fill it with fresh water.

Clean with water, I have both of my tanks on each trailer raised up on a platform with a drain system to rid of salt build up.

That guy Chris had posted about was probably spraying a roof with SH but had maybe some Oxcalic Acid or Muratic Acid in the pump spayer before. The fumes built up and the BOOM!

Bet the guy had no clue on how to clean a roof or was a jack of all trades.

I think I have cleaned my big tank out 3 times over the years. Mainly because someone dropped something metal in it and it was turning all nasty brown and had to drain it to find the metal pieces. I normally just flush with water.
