Clean them our first, but make it an upcharge service, if you can. You really don't want SH saturated leaves sitting in the gutter. It defeats the purpose of a gutter flushing.

always up charge it if possible or put them on a twice a year cleaning of the gutters for an extra.

State at the time of the estimate gutters must be cleaned prior to roof cleaning and how much you will charge to clean them if ness. 50% of them will have you clean them or do it themselves.
