Is it a bad idea to mix new SH with old SH?

I have 20 gallons of mix left and it is definitely week, it's been sitting for about 3 weeks. My question is, is it okay to mix a new batch of SH and water or should I dispose of the new and start completely from scratch?

Just treat the old stuff like it where water.

You can add the new to the old. If your old mix contained any alcohol, I would count that 20 gal as water. If it did not, then I would add your new mix and maybe another 5 gal of sh to bump up your old mix. Just remember that even though the old mix is weak, it still contains salt and by adding more sh, you are adding more salt. Salt can poison plants, so keep that in mind.

Also if you used a non-chlorine compatible surfactant (dawn or ajax), your mix will be weaker.

TSP, ammonyx lo or myristamine oxide is ok and will not weaken your bleach.
